Adoption of a Resolution amending User Fees for Advanced Life Support and Non-Resident First Responder services.  (Action Item)

OBJECTIVE

For the City Council to hold a Public Hearing to consider the adoption of the attached Resolution (attachment 1) amending user fees for Advanced Life Support and Non-Resident First Responder.

BACKGROUND

In 1994, the City Council adopted a Master Fee Schedule, which combined the City’s fees for service into one document.  Within the Master Fee Schedule, under Fire Department, the City has an Advanced Life Support (ALS) fee and a Non-Resident First Responder fee.

The ALS fee is regulated by the County of Orange and adopted by local agencies.  The County of Orange’s rate adjustments are based on the cost of providing the service and adjusted for inflation by the change in the Consumer Price Index (CPI).  Data from the U.S. Department of Labor Bureau of Labor Statistics is used to determine the percentage change in the annual “all items” CPI for the Los Angeles-Riverside-Orange County areas from the prior year and calculate any proposed rate change. The City Council established and adopted the regulated County of Orange ALS fee on September 8, 1998, at $200.00 per call, and amended the rate to $225.00 on June 22, 2004, and then to $350.00 on June 9, 2009.  At this same June 9th meeting, the Non-Resident First Responder fee was established and adopted at $350.00 to offset paramedic level services provided to non-residents in the city.  Since the non-resident fee is for ALS level paramedic services, the rate mirrors the County of Orange regulated ALS rate.

DISCUSSION

An increase to the current ALS and Non-Resident First Responder fees is necessary to recover the costs of providing the services and to be in line with the current regulated County of Orange ALS rate of $387.35.  A Public Hearing Notice was published on December 21, 2016, in accordance with Government Code Section 6062(a).  The proposed fee changes and documentation were made available for the ten day public review period at the City Clerk’s Office since December 21, 2016.  If approved, the new fees will become effective immediately following adoption of the attached Resolution.

FINANCIAL IMPACT

It is estimated that the proposed fee updates will recover approximately an additional $ 56,324 annually.

RECOMMENDATION

It is recommended that City Council:

 

  • Conduct the Public Hearing; and

 

  • Adopt the attached Resolution amending user fees for Advanced Life Support and Non-Resident First Responder.
