Approval of an Amendment to the Agreement with the Orange County Transportation Authority for grant funding for the Senior Mobility Program. (Action Item)

OBJECTIVE

To obtain City Council approval for an Amendment to the Agreement with the Orange County Transportation Authority (OCTA) for grant funding for the City's Senior Mobility Program (SMP) at the H. Louis Lake Senior Center.

BACKGROUND

In May 2011, City Council approved an Agreement with OCTA for the Senior Mobility Program for the H. Louis Lake Senior Center (Center) for five twelve-month periods beginning July 2011, and ending June 2016.  Under the SMP, OCTA provides funding for transportation services offered to senior citizens at the Center.  These services are currently offered as part of the Agreement with California Yellow Cab.

DISCUSSION

The current Agreement with OCTA for the SMP funding will expire on June 30, 2016.  The OCTA has approved the attached Amendment to the Agreement that provides the City with additional grant funding for the SMP at the H. Louis Lake Senior Center. The Amendment to the Agreement includes changes to the responsibilities which the City will need to comply with for said funding, and extends the term of the Agreement for an additional five twelve-month periods beginning July 2016 through June 2021.

FINANCIAL IMPACT

Funding for transportation services is split between the City and OCTA.   During the first twelve-month period, OCTA will provide the City an estimated amount of $157,564 in Measure M2 funds, and $25,661 in local funds, for a total amount of $183,225 for Fiscal Year 2016-2017.  The City is required to provide a twenty (20) percent match for Measure M2 funds, a total estimated amount of $39,391 for the first twelve-month period that can be in-kind or financial.  The match will be an in-kind match of $39,391 in staff salaries budgeted in the General Fund. 

RECOMMENDATION

 It is recommended that the City Council:

 

  • Approve the attached Amendment to the Agreement with the Orange County Transportation Authority for funding of the City's Senior Mobility Program at the H. Louis Lake Senior Center for an additional five years; and

 

  • Authorize the City Manager to execute the Amendment on behalf of the City.
