Adoption of a Resolution adding new classifications and salary ranges for Animal Control Officer, Senior Animal Control Officer, and Senior Real Property Agent. (Action Item)

OBJECTIVE

To obtain City Council approval of a resolution adding three new classifications and salary ranges for Animal Control Officer, Senior Animal Control Officer and Senior Real Property Agent.

BACKGROUND

The City is in the process of terminating an existing Animal Shelter Care Services agreement with the County and as the result of the termination of the contract, Staff was directed to create positions to support all requirements of animal care and field services on behalf of the City.

 

Also, a reclassification study of a Senior Program Specialist position was requested by the Assistant City Manager and based on that request, Human Resources conducted a desk audit.

DISCUSSION

As part of this effort to implement Animal Care Services in the City, Human Resources conducted a needs assessment and determined that two (2) new classifications are required:  Animal Control Officer and Senior Animal Control Officer.  In doing so, the current staffing structure of the Public Works Department and of other similar agencies were reviewed to determine appropriate essential duties and salary ranges for the new classifications.

 

Also, in a response to the reclassification request, Human Resources reviewed and analyzed the position of Senior Program Specialist currently assigned to the Real Property unit. After a complete analysis, it was determined that the position is not aligned with the Senior Program Specialist classification.  The current position is better aligned with an advanced journey-level classification with Real Property emphasis.  As the City does not have an advanced journey-level within the Real Property family, it is necessary to create a new classification of Senior Real Property Agent.   

 

The Salary Schedule implementing the new classifications and salary ranges effective July 1, 2016, is attached for approval with the resolution adding the three new positions.

 

The job description for each classification is attached to this report for reference.

FINANCIAL IMPACT

Funds for the two (2) new classifications of Animal Control Officer and Senior Animal Control Officer are included in the proposed Fiscal Year 2016-17 budget.

 

The Senior Program Specialist position is currently filled.  Approval of the new classification of Senior Real Property Agent will result in a reclassification of the current Senior Program Specialist position and would add approximately $7,032 annually, which will be absorbed in the current budget.

RECOMMENDATION

It is recommended that the City Council:

 

  • Adopt the attached resolution creating the classification of Animal Control Officer at Range E153, Senior Animal Control Officer at Range E163, and Senior Real Property Agent at Range M173 and approving the attached Salary Schedule to be effective July 1, 2016.
