| | | | | | | | OBJECTIVE
To obtain City Council approval of an amendment to the current Memorandum of Understanding (hereinafter “MOU”) with the Orange County Employee’s Association, Garden Grove Employee’s League (hereinafter “Union”) which adds a third year to the MOU. |
| | | | | | | | BACKGROUND
The City was approached by the Union, and requested consideration for an additional year added to their two (2) year MOU. The current MOU expires on June 30, 2017.

| | | | | | | | DISCUSSION
The City, at City Council’s direction, met and conferred with the Union and agreed to an amendment to the current MOU. The amendment adds a third year to the MOU, and provides for a new 4% H step to be effective July 1, 2017, and also a nominal increase to the City's cafeteria contributions. The amendment would extend the MOU until June 30, 2018.

| | | | | | | | FINANCIAL IMPACT
The cost for the increase in the City’s cafeteria contributions in 2018 for the Union members is approximately $13,770. The new H step is estimated to cost $170,300 for Fiscal Year 2017/18.
Future budgets appropriations will be made as appropriate to accommodate these estimated costs. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Adopt the attached Resolution that amends the Memorandum of Understanding between the Orange County Employee’s Association, Garden Grove Employee’s League and the City of Garden Grove.
- Authorize staff to implement the provisions of the attached resolution amending the League MOU.
