For the City Council to reject the proposals received for CDD-002 Civic Center Revitalization Project Plan Review/Inspections pursuant to Section 5.6, Rejection of Formal Bids, of the City of Garden Grove Purchasing Policy and Procedure Manual. |
| | | | | | | | BACKGROUND
The Community Development Department Building & Safety Division solicited bids for third party contractual services for plan review and inspection services of the Civic Center Revitalization Project. |
| | | | | | | | DISCUSSION
In November 2023, specifications were prepared and submitted to Planet Bids. In response to the prescribed bidding procedure, three (3) proposals were received in December 2023 by Scott Fazekas & Associates, Inc., CSG Consultants, Inc., and Bureau Veritas, Inc. After review of proposals, it was apparent that all submittals were made by companies that have current agreements with the City. Therefore, no separate agreement is needed to secure plan review and inspection services for the Civic Center Revitalization Project.
In review of agreement budgets, it appears that costs for plan review can be absorbed by current agreements. Staff will assess its ability to absorb inspection services by existing agreements once project construction is underway and only request City Council authorization for additional agreement budget if needed. |

There is no financial impact to the General Fund. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Reject the bids received on Thursday, December 21, 2023, for CDD-002 Civic Center Revitalization Project Plan Review/Inspections.
