The Police Department has several patrol vehicles that meet the City’s guidelines for replacement and were approved through the FY 22/23 and FY 23/24 budget process. These vehicles will be held in reserve and will replace police patrol vehicles that have reached the end of their useful lives. Six (6) of these patrol vehicles were approved in FY 22/23 but were not purchased due to a lack of vehicle availability; the other nine (9) are included on the FY 23/24 replacement list.  All fifteen (15) vehicles are available to be purchased by “piggybacking” off of a purchase order issued by the County of San Diego, purchase order #569894-0, awarded from RFQ #12716.

Experience has shown that the City’s buying power is enhanced through joining with other public agencies to purchase Police fleet vehicles. Efforts to obtain a quote from a local Ford dealer were unsuccessful, as there are no Ford dealers within the city limits. City staff recommends “piggybacking” on a purchase order issued by the County of San Diego to Kearny Mesa Ford, purchase order #569894-0, for 15 Police patrol vehicles.

The total cost to purchase the fifteen Police patrol vehicles is $813,766.20.  Funding is included in the Fleet Management Fund's operating budget. There is no impact to the General Fund. The surplus vehicles will be sold at public auction.

It is recommended that City Council:

• Authorize the Finance Director to issue a purchase order in the amount of $813,766.20 to Sunroad Auto LLC dba Kearny Mesa Ford for the purchase of 15 Police patrol vehicles.
