| | | | | | | | OBJECTIVE
For City Council to approve Amendment No. 2 with 4LEAF, Inc. for providing on-call building contractual and related services on an “as-needed” basis.

| | | | | | | | BACKGROUND
The Community Development Department (Building & Safety Division) has seen a significant increase in volume and expedited timelines, specifically related to the surge in Accessory Dwelling Unit (ADU) applications, as well as other high-profile development projects, which exceed what can be provided by current in-house staff. In the past year, the City faced emergency situations requiring immediate action relating to the inspection backlog. To mitigate emergency circumstances and respond quickly and effectively during peak demand for the Building & Safety Division, the City utilized third-party services to supplement in-house staff, temporary vacancies, and pending staffing recruitments on an “as-needed” basis.
4LEAF, Inc. is one of the third-party services the City contracted with for “on-call” services. The firm had qualified contract inspectors available immediately to assist the City with their inspection needs and to continue the expected level of customer service.

| | | | | | | | DISCUSSION
The initial contract amount with 4LEAF, Inc. was set for $49,000, approved on January 27, 2023. Based on the rates requested during emergency service situations, and the ongoing needs for building inspections during Fiscal Year 2022-2023, a result of additional expenditures in the amount of $28,000 necessitates a contract amendment to increase the overall contract amount to $77,000.

| | | | | | | | FINANCIAL IMPACT
There is no additional appropriation needed to approve this on-call service contract. The amount will be paid from the existing Fiscal Year 2022-23 Community Development operating budget, to cover outstanding billing for services rendered through June 30, 2023. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Approve Amendment No. 2 for on-call Building Contractual Services with 4LEAF, Inc. for a total amount of $28,000; and
- Authorize the City Manager, or her designee, to execute Amendment No. 2, and make minor modifications as appropriate thereto, on behalf of the City.
