Adoption of a Resolution authorizing application submittals for the Department of Resources Recycling and Recovery (CalRecycle) Rubberized Pavement Grant Program.  (Grant Amount: $91,600) (Action Item)

OBJECTIVE

For City Council to adopt the attached Resolution authorizing application submittals to the Department of Resources Recycling and Recovery (CalRecycle) for funding under the Rubberized Pavement Grant Program for rubberized pavement projects.

BACKGROUND

CalRecycle offers the Rubberized Pavement Grant Program to promote markets for rubberized pavement products derived from 100 percent recycled California-generated waste tires. The grant offers two projects types, the Rubberized Asphalt Concrete (RAC) project type and Rubberized Chip Seal (Chip Seal) project type.

DISCUSSION

CalRecycle issued a competitive call for projects for the Fiscal Year 2023-24 Rubberized Pavement grant program. For this cycle, the City is requesting approximately $91,600 for chip seal rehabilitation work on 12 street segments within the City. Street segments include: 1) Chapman Ave from Harbor Blvd to Lewis St, 2) Lampson Ave from City Limits to Valley View St, 3) Lampson Ave from Nelson St to Euclid St, 4) Trask Ave from Brookhurst St to Benton St, 5) Dale Ave from Garden Grove Blvd to Lampson Ave, 6) Yockey St from Westminster to Garden Grove Blvd, 7) Garden Grove Blvd from Magnolia St to Gilbert St, 8) Ward St from Hazard Ave to Morningside Ave, 9) Longden St from Anthony Ave to Stanford Ave, 10) Stanford Ave from Longden St to Owen St, 11) Cerulean Ave from Valley View St to Topaz St, and 12) Wakefield Ave from Euclid St to City Limits.

FINANCIAL IMPACT

There is no impact to the General Fund. Local Measure M2 and Gas Tax will be used to fund these projects in congruence with grant funding.  Budget appropriations will be made once funding request is approved by CalRecycle.

RECOMMENDATION

It is recommended that the City Council:

 

  • Adopt the attached Resolution authorizing the submittal of Rubberized Pavement Grant application to CalRecycle; and
  • Authorize the City Manager or this designee to execute grant documents, including but not limited to, applications, agreements, amendments, and requests for payment necessary to secure grant funds and implement the approved grant project on behalf of the City.
