INTER-DEPARTMENT MEMORANDUM
To: | Lisa L. Kim
| From: | Teresa Pomeroy
| Dept.: | City Manager
| Dept.: | City Clerk
| Subject: | Adoption of a Resolution amending the City's Conflict of Interest Code pertaining to designated positions and disclosure categories. (Action Item) | Date: | 9/12/2022 |
|
| | | | | | | | OBJECTIVE
For the City Council to adopt a Resolution relating to the City's Conflict of Interest Code for designated positions. |
| | | | | | | | BACKGROUND
The City adopted a Conflict of Interest Code on April 14, 1997, that incorporated the Model Conflict of Interest Code established by the California Fair Political Practices Commission. The Code requires biennial review on even-numbered years, and the last review and adoption by the City Council was in 2022; however with a recent re-organization, and newly established positions within certain departments, there is a need to revise and amend the City's Conflict of Interest Code to include those positions. |
| | | | | | | | DISCUSSION
Due to the recent reorganization establishing the Community Development Department and Economic Development Department, formerly the Community and Economic Development Department, the inclusion of the Housing Authority under the Economic Development Department, and the addition of Deputy Directors in multiple departments an amendment to the Conflict of Interest Code filings for Designated Officers and Employees is required. |
| | | | | | | | FINANCIAL IMPACT
There is no financial impact to the City by this action. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Rescind Resolution No. 9775-22; and
- Adopt the attached Resolution amending the Conflict of Interest Code pertaining to designated positions and disclosure categories.
