The West Orange County Water Board (WOCWB) is a joint powers authority created in 1967 by the cities of Garden Grove, Huntington Beach, Seal Beach, and Westminster for the purpose of maintenance and operation of water transmission lines for imported water.  

Council Member Brietigam was appointed by the City Council at the meeting held on January 10, 2023, to represent Garden Grove on the WOCWB, and approval of the amendment would not affect the appointment.  Under the fifth amendment for the joint powers agreement, a member agency would have the option of appointing up to two (2) alternate members to the board of directors.  The alternate members would have the same voting rights at the meeting as the regular director, in the absence of the primary director. The alternate members would also receive the stipend for attending the meetings in the absence of the primary director, which are held twice a year. Member agencies would not be required to designate alternate members for the director.

There is no financial impact that will result from this action.

• Approve the fifth amendment for the joint powers agreement with the West Orange County Water Board to permit alternate members to the board of directors.
