| | | | | | | | OBJECTIVE
To request that the City Council approve an Agreement with the Children and Families Commission of Orange County (Commission) to receive First 5 Program grant funding for the Engaged Neighborhoods Initiative, including a sub-contract with the Boys and Girls Clubs of Garden Grove to provide direct services. |
| | | | | | | | BACKGROUND
In January 2021, the City Council approved an agreement between the City and the Commission, to receive grant funding for the the Engaged Neighborhoods initiative. For the past 2 1/2 years, the Magnolia Park Family Resource Center (MPFRC) and the Buena Clinton Youth and Family Center (BCYFC) have developed and implemented strategies to improve its early childhood development strategies for children ages 0-5, with focus on the at-risk population served by the MPFRC and BCYFC. Data for these communities has been collected to better understand the service gaps and assets available to support early childhood learning. |
| | | | | | | | DISCUSSION
The attached Agreement with the Commission will provide grant funding in the amount of $240,000 from September 1, 2023 through June 30, 2026. Funding will be used to continue the development of the Engaged Neighborhoods initiative at the MPFRC and BCYFC to fund programs, resources and support engaged communities for children ages 0-5. Attached to the Agreement is Exhibit A: Project Summary that outlines all services to be rendered and the project budget, which indicates that the City of Garden Grove will subcontract with the Boys and Girls Clubs of Garden Grove to provide direct services. The services to be provided by the Boys and Girls Clubs of Garden Grove are described in Attachment 3 to Exhibit B of the Agreement. |
| | | | | | | | FINANCIAL IMPACT
There will be no financial impact to the City's General Fund. The Commission will provide the City with grant funding in the amount of $240,000 from September 1, 2023, through June 30, 2026; with a total of $75,000 available from September 1, 2023 through June 30, 2024, a total of $80,000 available for fiscal year 2024-25, and a total of $85,000 available for fiscal year 2025-26. As indicated in Exhibit B of the Commission Agreement, a portion of the funding is set aside for the services to be provided by the Boys and Girls Clubs of Garden Grove under a sub-recipient agreement with the City. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Approve the attached Agreement with the Children and Families Commission of Orange County to receive grant funding for the First 5 Program Engaged Neighborhoods initiative;
- If approved, authorize the City Manager to prepare a Sub-recipient Agreement between the City and the Boys and Girls Clubs of Garden Grove; and
- Authorize the City Manager to sign the Agreement with the Children and Families Commission of Orange County and the Sub-recipient Agreement with the Boys and Girls Clubs of Garden Grove, on behalf of the City, including making any minor modifications during the contract period for the operation and implementation of the contract services.
