Approval of a Cooperative Agreement with the Orange County Transportation Authority for implementing a Countywide Signal Synchronization Baseline Project. (Action Item)

OBJECTIVE

For City Council approval to enter into a Cooperative Agreement with the Orange County Transportation Authority (OCTA) for a Countywide Signal Synchronization Baseline Project.

BACKGROUND

At the September 29, 2022 OCTA Traffic Forum meeting, OCTA expressed the desire to explore the implementation of a Countywide Signal Synchronization Baseline Project (Project).  The Project will retime approximately 2,500 signalized intersections in Orange County and prepare the entire County for a new phase of signal synchronization that is more zone-based which will help avoid issues of cross coordination between intersecting synchronized corridors.

DISCUSSION

The Project scope of work includes transportation data collection, development of timing optimization strategies (weekday and weekend), implementation of timing modifications, fine-tuning, and continuity testing of approximately 2,500 signals along the Orange County's Regional Signal Synchronization Network (Attachment 1). The goal is to minimize regional corridor-based timing coordination conflicts at intersecting arterial crossings and also integrate previous individual corridor synchronization projects into a regional network. The Project would not entail any physical construction activities. It will consist of accessing the traffic signal controllers and electronically adjusting signal timing. It will not involve any roadway closures and the work will be scheduled during off peak periods to minimize any service interruptions. 

FINANCIAL IMPACT

There is no impact to the General Fund.  OCTA has secured Congestion Mitigation and Air Quality (CMAQ) funds.

RECOMMENDATION

It is recommended that the City Council:

 

  • Approve the attached Cooperative Agreement with the OCTA for the Countywide Signal Synchronization Baseline Project; and

 

  • Authorize the City Manager to execute the Cooperative Agreement.
