The 2020 Water Master Plan has identified the Anabel - Woodbury Water Improvement Project as a priority project due to fire flow deficiency.  The construction of this project will increase fire flow capacity and meet the Orange County Fire Authority (OCFA) fire flow requirements surrounding Woodbury Elementary; Anabel Avenue, from school entrance to Libby Lane, Libby Lane from Anabel Avenue to Woodbury Road, and Woodbury Road from Euclid Street to Newhope Street.

The water improvements include the installation of approximately 970 feet of 12-inch polyvinyl chloride (PVC) pipe, 3,140 feet of 8-inch PVC pipe, and 110 feet of 6-inch PVC domestic water pipe. It also includes the construction of approximately 11 fire hydrant assemblies, 82 water service connections and nine (9) connection points at existing mains.  This project will abandon approximately 4,245 feet of 4 and 6-inch AC pipe. 

Six (6) bids were received and opened by the City Clerk’s Office on June 19, 2023, at 10:00 a.m. (see Bid Summary Sheet).  The lowest responsive bidder is CEM Construction Corporation, with a total bid of $2,097,545.  The licenses and references of the contractor have been reviewed and verified by staff, and all other documentation is in order.  The anticipated contract schedule is as follows:

          Award contract July 25, 2023

          Begin construction August 16, 2023

          Complete construction December 15, 2023

There is no impact to the General Fund.  This project is included in the Adopted Fiscal Year 2023-24 Capital Improvement Plan, and will be funded in the Water Utility Fund.

It is recommended that the City Council:

• Award a contract to CEM Construction Corporation for $2,097,545 for the construction of Project No. CP1287000, Anabel - Woodbury Water Improvement Project; and

• Authorize the City Manager to execute the agreements on behalf of the City, and make minor modifications as appropriate.
