INTER-DEPARTMENT MEMORANDUM

To:Lisa L. Kim

From:William E. Murray
Dept.:City Manager

Dept.: Public Works
Subject:

Approval of Amendment No. 2 of the Agreement with West Coast Arborists, Inc. to provide tree services.  (Cost: $70,000) (Action Item)

Date:7/25/2023

OBJECTIVE

To receive City Council approval of Amendment No. 2 to the Agreement with West Coast Arborists, Inc. (WCA) for tree services including emergency services.

BACKGROUND

The City has an urban forest of approximately 16,000 trees. A combination of contractual and in-house staff is strategically used to maintain the City's urban forest that encompasses a variety of trees in the right-of-way and residential parkway areas.  The contractual services include tree removal and tree trimming with a cost effective grid pruning system and an up to date tree inventory GPS.

DISCUSSION

Prices have continued to increase for commodities, equipment and services that affect the Tree Maintenance Division, and more specifically the services provided by West Coast Arborists. Additionally, the Tree Maintenance Division received a one-time budgetary increase in Fiscal Year 2023-2024 to maximize operational goals, such as planting and maintaining new trees. Amendment No. 2 will include a one-time increase of $70,000, thereby increasing the contract from $440,000 to $510,000.

FINANCIAL IMPACT

This contractual increase is included in the adopted FY2023-24 Public Works Tree Maintenance Section operational budget.

RECOMMENDATION

It is recommended that the City Council:

  • Approve Amendment No. 2 with West Coast Arborist, Inc. for tree maintenance services, increasing the contract by $70,000 for Fiscal Year 2023-2024; and

  • Authorize the City Manager to execute Amendment No. 2 and make minor modifications as appropriate.
