Authorize issuance of a purchase order to Nixon-Egli Equipment Co. for one (1) new asphalt paver.  (Cost: $596,912.35) (Action Item)

OBJECTIVE

To secure City Council authorization to purchase one (1) new asphalt paver from Nixon-Elgi Equipment Co. through the Sourcewell Cooperative Purchasing competitive bid program, Contract #060122-WAI.

BACKGROUND

The Public Works Department has one (1) asphalt paver that currently meets the City’s guidelines for replacement and was approved in the adopted FY2023-24 budget. The vehicle being replaced is a 2008 Ingersol Rand PF161 with 1521 hours, Serial# 5057196990. This paver has a diesel screed heater and is no longer compliant with Rule 222 of the South Coast Air Quality Management District diesel emissions regulations.

DISCUSSION

Experience has shown that the City’s buying power is enhanced through joining with other public agencies to purchase fleet vehicles and equipment.  Sourcewell nationally solicits, evaluates and awards contracts through a competitive bid process. As a member of Sourcewell, the City is able to utilize bid awards for equipment purchases. Staff recommends piggybacking on the results of a recent Sourcewell competitive bid program, Contract #060122-WAI. The results deemed Nixon-Elgi Equipment Co. as the lowest responsive bid.

FINANCIAL IMPACT

There is no impact to the General Fund. Total cost for acquiring the paver is $596,912.35.  Funding is included in the Fleet Management Fund. The surplus equipment will be sold at public auction.

RECOMMENDATION

It is recommended that the City Council:

 

  • Authorize the Finance Director to issue a purchase order in the amount of $596,312.35 to Nixon-Elgi Equipment Co. for the purchase of one (1) new asphalt paver.
