To recommend that the City Council award a contract to West Yost for professional engineering services for the design of the Chapman and Dale Water Improvement Project, CP No. 1361000. |
| | | | | | | | BACKGROUND
The 2020 Garden Grove Water Master Plan was developed to evaluate the City’s existing and future water system. Performance and operational criteria were developed to define Orange County Fire Authority fire flow requirements for new development, peak supply capacity, minimum and maximum distribution system pressures, booster pump stations, storage facility sizing, and water main sizing. A Capital Improvement Project list was generated based on evaluations with this criteria. The Chapman and Dale Water Improvement Project is part of the recommended improvements necessary to address fire flow capacity deficiencies and eliminate small size water mains.
The Water Improvement Design Project includes replacing approximately 9,300 lineal feet of 6-inch diameter Asbestos Cement Pipe (AC) with 8-inch diameter Polyethylene Vinyl Pipe (PVC), replacing and potentially relocating approximately 13 fire hydrants and 212 new water services. The project will also include abandoning approximately 212 water services. It includes three (3) known tie-in locations to the existing water system. The Consultant is responsible for developing bid documents that include construction plans, traffic control plans, contract documents and a cost estimate. |
| | | | | | | | DISCUSSION
Staff requested proposals from four (4) firms and received three (3) proposals on April 13, 2023. Three (3) staff members rated the submitted proposals on the basis of qualifications without considering cost. Based on evaluation results, West Yost rated highest in qualifications and its ability to provide professional engineering services for this project. The following is a summary of the ratings with the highest total being the most qualified:

There is no impact to the General Fund. This project will be included in the Proposed Fiscal Year 2023/24 Capital Improvement Budget, and will be financed with Water Funds, in the amount of $299,898. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:

Award a contract to West Yost for professional engineering services for the Chapman and Dale Water Improvement Project, CP No. 1361000 for the amount of $299,898; and
- Authorize the City Manager to execute the agreement on behalf of the City Council and approve minor modifications as needed.
