Subject:Approval of an Agreement with the Department of Housing and Urban Development for the Community Project Funding Grant Program (Grant Amount: $1,000,000)  (Action Item)Date:5/9/2023

OBJECTIVE

To request that the City Council approve a Grant Agreement with the Department of Housing and Urban Development (HUD) to receive a $1 million grant from the Community Project Funding Grant Program that will be utilized for park improvements at three city parks.
BACKGROUND

In the Consolidated Appropriations Act, 2022, Congress made available grants for the Economic Development Initiative for the purposes of Community Project Funding (CPF). These CPF awards are administered by the Department of Housing and Urban Development (HUD). In July 2022, the City of Garden Grove received a Letter of Invitation to proceed with the requested funding to be allocated to Park Improvements for a total amount of $1 million. Community Services staff completed the required documents needed in order for HUD to prepare the Grant Agreement for the CPF award.

DISCUSSION

The attached Grant Agreement with HUD awards the City of Garden Grove $1 million in CPF funds to be utilized for Park Improvements dedicated to three city parks including the following:

 

  • Jardin de los Ninos Park located at 12534 Keel Avenue in the Buena Clinton neighborhood. Improvements include replacement of the current park playground equipment and playground surface.

 

  • Haster Basin Park located at 12952 Lampson Avenue. Improvements include replacement of the current park playground equipment and playground surface that is located on city property. Additionally the park restrooms adjacent to this playground area will be demolished and replaced with a pre-fabricated structure that will have two restroom stalls.

 

  • West Haven Park located at 12252 West Street. Improvements include replacement of the current park restrooms with a new prefabricated building that will have four restroom stalls.

 

FINANCIAL IMPACT

There will be no financial impact to the City's General Fund. In addition to the CPF Grant in the amount of $1 million, there is an additional $1 million in Citywide Park Fee budgeted in the 5-year Capital Improvement Plan to complete all improvements at the three city parks. 
RECOMMENDATION

It is recommended that the City Council:

 

  • Approve the attached Grant Agreement with the Department of Housing and Urban Development to receive a $1 million grant from the Community Project Funding Grant Program; and

 

  • Authorize the City Manager or designee to sign the Grant Agreement, including making any minor modifications as needed.
