The Silicone Roofing Project, 11277 Garden Grove No. 02-2023 will consist of a silicone application applied to the existing approximate 16,000 square-foot roof deck. The seamless waterproofing system will extend the life of the existing roofing material and prevent water leaks. Along with the annual maintenance of the silicone roof, the product warranty can be up to twenty years.  The building located at 11277 Garden Grove Boulevard will be occupied by City staff.

On January 30, 2023, the City issued the bid and held a mandatory job meeting on February 8, 2023. On March 7, 2023, three bids were received and opened by the City Clerk’s Office for the Project (see below). The lowest bid was AME Builders, Inc. dba AME Roofing (AME), with a total bid of $141,096 (Construction $131,736; Maintenance $9,360). AME’s requirements and documents have been reviewed and approved by staff.

The construction ($131,736), maintenance ($9,360), along with contingency ($14,109), will establish a project amount of $155,205. Funding is provided by general funds in the Economic Development operational budget GL-1112111280, JL-NC1326274.

It is recommended that the City Council:

• Award contracts to AME Builders, Inc., dba AME Roofing, in the amount of $131,736 (construction) and $9,360 (maintenance), for the Silicone Roofing Project, 11277 Garden Grove No. 02-2023;

• Authorize the Finance Director to appropriate $141,096 when appropriate (GL-1112111280, JL-NC1326274);

• Authorize a 10 percent contingency for unforeseen increases or change orders for the term of the contracts available at the sole discretion of the City Manager; and

• Authorize the City Manager, or her designees, to execute the contracts, and make minor modifications, on behalf of the City, as appropriate thereto.
