To request that the City Council award a contract for the Civic Center Bridge and Landscape Renovation Project IFB No. S-1302-A to RG General Engineering, Inc. |
| | | | | | | | BACKGROUND
On February 3, 2023, pursuant to Municipal Code Section 2.50.100, staff solicited bids to rebid the Civic Center Bridge and Landscape Project IFB No. S-1302-A.
The project includes new walkways on both the west and east sides of the Community Meeting Center. These improvements are needed and will also address ADA accessibility, drainage of runoff water from the Community Meeting Center and installation of low maintenance plant material. The improvements will include the following:
- Demolition of areas where previous bridges were located;
- Grading and drainage construction that includes irrigation system repairs and replacement on both sides of the building;
- Paths of travel to be ADA compliant;
- On the west side of the building, a new bridge façade with grouted cobblestone, decomposed granite and low maintenance landscaping; including the removal & planting of new trees, brush and plants; and
- On the east side of the building, the area will be graded and leveled for a new walking path using the same path of travel.

| | | | | | | | DISCUSSION
On March 6, 2023, nine (9) bids were received and opened by the City Clerk's office at 11:00 a.m. Staff reviewed the bid documents submitted by the lowest qualified contractor, RG General Engineering, Inc., with a total bid of $356,386, and the bid alternate item additional cost of $4,938 for invasive tree removal and replanting, for the project total bid amount of $361,324. This total bid amount is within the project budget. The licenses and references of the contractor have been reviewed and verified by staff, and all other documentation is in order. |
| | | | | | | | FINANCIAL IMPACT
There is no financial impact to the City’s General Fund. This improvement is included in the Community Services Capital Improvement budget and is funded by Park Fee funds. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Award a contract for the Civic Center Bridge and Landscape Renovation Project IFB No. S-1302-A, in the amount of $361,324, to RG General Engineering, Inc.; and
- Authorize the City Manager to execute the agreement on behalf of the City, and make minor modifications as appropriate.
