OBJECTIVE

To recommend that Garden Grove Sanitary District (GGSD) Board award a contract to LEED Electric Inc. for construction of Project No. CP1268277 – Sanitation Lift Stations SCADA Improvements Project.

BACKGROUND

As the City is designing and implementing projects that were identified from the 2020 Supervisory Control And Data Acquisition (SCADA) Master Plan for the water system, the GGSD amended the professional agreement with the design firm to piggyback and include the design of the SCADA upgrade for the sewer system. This effort is to ensure the SCADA system for the sewer pump stations are standardized and consistent across all systems. 

 

The Sanitation Lift Stations SCADA Improvements Project is the implementation of the SCADA upgrade for the three (3) sewer pump stations.  The three (3) sites are Tiffany Lift Station, Belgrave Lift Station, and the Partridge Lift Station.  The project consists of demolishing and retrofitting Programmable Logic Controller (PLC) Control Panels, replacing existing wetwell intrusion switches and level transmitters and connecting Modbus TCP Ethernet communications between the new PLC and the existing generator, Automatic Transfer Switch (ATS), and Motor Saver for each pump. New conduit, conductors, and junction boxes will also be installed.

DISCUSSION

Two (2) bids were received and opened by the Secretary’s Office on February 7, 2023, at 11:00 a.m. (see Bid Summary Sheet).  The lowest responsive bidder is LEED Electric, Inc. with a total bid of $713,200.  The license and references of the contractor have been reviewed and verified by staff, and all other documentation is in order.

FINANCIAL IMPACT

This project is included in the 2022-2023 Capital Improvement Budget and will be financed with Sewer Funds in the amount of $713,200.

RECOMMENDATION

It is recommended that the Sanitary District Board:

 

  • Award a contract to LEED Electric, Inc., in the amount of $713,200, for the construction of Project No. CP1268277 – Sanitation Lift Station SCADA Improvements Project; and 

 

  • Authorize the General Manager to execute the contract on behalf of the District, and make minor modifications as appropriate.
