For the City Council to award the Central Cities Navigation Center – Construction Management Services contract to NEXGEN Design Builders, Inc. |
| | | | | | | | BACKGROUND
The Central Cities Navigation Center (CCNC) Project is the City's primary priority in addressing homelessness. The construction of the CCNC consists of interior remodeling an existing 9,653 square-foot building and demolishing a 1,774 square-foot adjoining building located at 13871 West Street in the City of Garden Grove. The Project also includes upgrades to HVAC equipment, construction of a full-service commercial kitchen and installation of a new grease interceptor, new light fixtures, a new fire sprinkler and alarm system, new restroom and shower facilities, and shelter dormitory areas to accommodate up to 100 individuals and all related Fixtures, Furniture, and Equipment (FF&E) to achieve full operation and opening of the CCNC by October 2023.
Due to the Central Cities Navigation Center Project's urgency and the use of restricted funds and federal requirements, the City desires a professional Construction Management Services firm to oversee the coordinated effort between the Design Team and the General Contractor from pre-construction through close-out and turnover to the City and the non-profit CCNC operator. |
| | | | | | | | DISCUSSION
As a leading agency for the CCNC Project, the City of Garden Grove launched a Request for Proposal (RFP) process to seek out professional firms interested in providing Construction Management Services for the CCNC Project. The RFP was published on PlanetBid, and three (3) proposers submitted formal responses. A comprehensive selection panel consisting of each member from the Cities of Garden Grove, Westminster, and Fountain Valley rated the proposals based on 1) understanding of the project and scope of services, 2) experience, 3) qualifications, 4) familiarity with state and federal procedures and the Orange County standards of Care for Homeless Shelters, and 5) interview presentation.
Based on the evaluation results, NEXGEN Design Builders, Inc. received the highest total score from the raters. The following is a summary of the ratings:

NEXGEN Design Builders, Inc. is a Disadvantaged Business Enterprise (DBE) certified firm comprised of Professional Construction Project Managers with over 15+ years of experience in the engineering and construction industry and in managing Tenant Improvement (TI) projects in the commercial industry and public utility sectors, on both Federal and State funded projects. |
| | | | | | | | FINANCIAL IMPACT
Funding for this Contractual Management Services agreement is provided by the General Fund, and is currently included in the Central Cities Navigation Center’s budget: no additional appropriation is necessary. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Approve the Award of Contract for the Central Cities Navigation Center (Project No. 1350000) – Construction Management Services to NEXGEN Design Builders, Inc. not-to-exceed the amount of $365,850.00.
- Appropriate $365,850.00 from the Central Cities Navigation Center’s budget to NEXGEN Design Builders, Inc. per the Construction Management Services agreement (GL: 260-211-1210; JL: CP1350000).
- Authorize the City Manager, or designee, to execute the agreement, and make minor modifications as appropriate, on behalf of the City; and
- Authorize the City Manager, or designee, to approve option terms and sign the amendments.
