DISCUSSION
Ms. Kim has 28 years in the municipal management profession with various Southern California cities, including sixteen (16) years at the City of Orange and seven (7) years here at the City of Garden Grove. Ms. Kim joined the City of Garden Grove’s Central Management team in April 2016 as the Community and Economic Development Director and in June 2019 was appointed as an Assistant City Manager. Ms. Kim has a Bachelor of Science degree in Urban and Regional Planning from Cal Poly Pomona and a Master’s degree in Public Administration from the University of Massachusetts Global.
Ms. Kim has demonstrated experience in all areas of municipal management with particular strength in the key attributes of leadership, community relations, collaboration, innovation, project management, fiscal management, strong ethics and a commitment to transparency and accountability. Ms. Kim’s resume highlights her professional experience and accomplishments. See Attachment 2.
The Employment Agreement establishes the City Manager base salary and provides for benefits consistent with those received by the Central Management executive staff.
The specific compensation and benefit details are as follows (all figures below are annual):
Salary - $292,074
Health, Dental & Vision - $21,600
Retirement (PERS Employer Portion 10.53%) - $30,755
Auto Allowance - $10,416
Vacation Leave – 20 hours, plus an accrual rate of 120 hours (based Ms. Kim’s years of service with the City of Garden Grove)
Administrative Leave – 40 hours
Sick Leave – Accrual rate of 96 hours
Standard Long Term Disability - $3,008
Group Term Life Insurance - $42.35
Accidental Death/Dismemberment/Optional Additional Term Life - $7.30
The City will also provide a cell phone with paid service, and a laptop.
