Improvements to the pavement, curb, gutter, and sidewalks are proposed along residential streets between Dale Street to the west and Josephine Street to the east; and between Garden Grove Boulevard to the south and Stanford Avenue to the north. The majority of the project site lacks consistent curbs, gutters, sidewalks and good pavement. New or replacement curb, gutter, and sidewalk are proposed for most streets except for those that already have those features. The pavement in this area will all be reconstructed to new condition.  Additionally, this project includes street rehabilitation along Woolley Lane, Acacia Ave and Anthony Avenue; all are on east side of Josephine Street in the project vicinity.

Staff solicited bids for subject project pursuant to Municipal Code Section 2.50.100. The project was advertised on January 13, 2023 and bid opening was conducted on February 8, 2023 at 11:00 AM. The City Clerk’s office received and opened four (4) bids.   

Due to irregularity in the bid from the apparent lowest bidder and a protest filed by the second low bidder, staff recommends the rejection of all bids received and the re-advertisement of the project.  The Bid Documents and Public Contracts Code 20166 authorize the City Council to reject all bids and re-advertise.

The financial impact for rejecting all bids and re-advertising the project is minimal.

It is recommended that the City Council:

• Reject all bids received on Wednesday, February 8, 2023 for Project No. CP-1259000 – Street Reconstruction Project; and

• Authorize staff to re-advertise the project.
