Adoption of a Resolution adopting the City of Garden Grove’s Emergency Operation Plan (EOP). (Action Item)

OBJECTIVE

To request City Council adopt the Garden Grove Emergency Operations Plan (EOP) and authorize Garden Grove Police department to submit the EOP to the Orange County Operational Area for approval by the State of California Governor’s Office of Emergency Services (Cal OES).

BACKGROUND

The City original Emergency Operation Plan (EOP) was written in 2012 under the Garden Grove Fire Department. With the reassignment of the Fire Department to the Orange County Fire Authority, the emergency preparedness responsibilities were transferred to the Garden Grove Police Department. After the Police Department reviewed the emergency preparedness programs and responsibilities the Police Department identified gaps and inconsistencies within the existing EOP. TO rectify these issues in 2020 the Police Department applied for and was awarded a Public Safety Power Shutoff (PSPS) grant which supported the development of the revised EOP.

 

The Garden Grove 2022 EOP now establishes current policies, concepts, and response protocols as required by the California Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS) and addresses City specific hazards and how the City will respond during these extraordinary events or disasters, from the preparedness through recovery phase.
DISCUSSION

The California's Emergency Services Act (Government Code 8607[d]) requires the inclusion of SEMS in the City’s EOP and outlines the use and activation of SEMS during emergencies. Under SEMS requirements it also identifies specific training and exercises required for Emergency Operations Center personnel and required training for non-emergency City personnel. This EOP includes National Incident Management System (NIMS) requirements which identifies how the City fits into the Federal NIMS reporting structure. NIMS training and incorporation into the plan is also required to meet a number of federal grant requirements through FEMA.

 

This plan is consistent with the 2022 California Office of Emergency Services (CalOES) and FEMA EOP checklist and guidance and will be effective upon approval by the City Council. Following Council approval, the EOP will be submitted to the Orange County Operational Area for final approval with CalOES, and will be in effect for two years. The EOP must be revised once every two years.

There is no financial impact.

RECOMMENDATION

It is recommended that the City Council:

 

  • Adopt the Resolution adopting the City of Garden Grove Emergency Operation Plan (EOP); and

 

  • Authorize the Police Department’s Emergency Manager to submit the EOP to the State of California’s Governor’s Office of Emergency Services (Cal OES).
