| | | | | | | | OBJECTIVE
To recommend that the City Council approve an Amendment to the Agreement between the City and the Strawberry Festival Association (Association). |
| | | | | | | | BACKGROUND
For 63 years, the Association has organized the annual Strawberry Festival and Parade each Memorial Day weekend. The four-day event includes a parade, carnival rides, food, vendors, entertainment and activities. The most recent agreement between the City and the Association authorized the Association to conduct this annual festival at Village Green Park from 2019 to 2023. |
| | | | | | | | DISCUSSION
Attached is an Amendment to the Agreement with the Association that outlines two changes to the current agreement. This Amendment would extend the term of the agreement for two (2) additional years, for the Association to conduct the annual Strawberry Festival on Memorial Day weekend in 2024 and 2025. This extension is due to the global COVID-19 pandemic, which caused the Association to cancel the festivals that were to be held pursuant to the Agreement in 2020 and 2021.
This Amendment also includes changes to Section 19, Fire Regulations, to amend the section in its entirety to reflect the changes from 2019 when the City transitioned its fire protection and emergency medical services from the City's Fire Department to the Orange County Fire Authority.
The proposed Amendment has been signed by representatives from the Strawberry Festival Association and has been approved as to form by the City Attorney. |
| | | | | | | | FINANCIAL IMPACT
As set forth in the Agreement, the Association is required to reimburse the City an amount not to exceed $42,000 per year for costs incurred in support of the Festival. Additionally, the Association would be responsible for all extraordinary costs attributable to the operation of the Festival, and reimbursement of $5,000 for renovation of the turf area. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Approve the Amendment to the Agreement with the Strawberry Festival Association; and
- Authorize the City Manager to execute the Agreement, including any minor modifications as appropriate hereto, on behalf of the City.
