To recommend the Garden Grove Sanitary District (District) Board award a contract to SA Associates for professional engineering services including civil engineering design and topographic survey for the Sewer System Rehabilitation Plan Phase 1, Sewer Main Replacement Project No. 4 (CP 1329000). |
| | | | | | | | BACKGROUND
The District completed the Sewer System Rehabilitation Plan (SSRP) Phase 1 in July 2018. The study focused on condition deficiencies throughout the system. The study included a list of recommended capital improvement projects prioritizing sewer mains in poor condition; the SSRP Phase 1, Sewer Main Replacement Project No. 4 is one of the proposed projects. The project will address sewer capacity deficiencies but mostly condition deficiencies including sags, cracks and offsets. The 6-inch sewer main will be replaced by 8 or 10-inch mains.
SA Associates is the engineering firm that has been selected to design sewer replacements, new manholes, spot repairs, restoring existing sewer laterals and the repair of intruding laterals and manhole channels. SA Associates will generate the plans and contract documents to construct the proposed project. The project limits are highlighted in the Location Map, the streets impacted are: Emerson Avenue, Russell Avenue, Andy Reese Court, Central Avenue, Imperial Avenue, Hope Street, Larson Avenue, Dakota Avenue and Flower Street. The overall length of the project is approximately 5,100 linear feet and there are two (2) spot repair locations identified. |
| | | | | | | | DISCUSSION
Staff requested proposals from three (3) firms to provide professional engineering services; only one consultant submitted a proposal. A panel of three (3) members rated the submitted proposal on the basis of qualifications without considering cost. Based on the evaluation results, SA Associates meets the qualifications required to provide professional engineering services for this project. The following is a summary of the ratings:

After completing a thorough review the Water Services Division staff interviewed SA Associates and negotiated an agreement for its services.

| | | | | | | | FINANCIAL IMPACT
There is no impact to the General Fund. This project is included in the FY 2022-23 Capital Improvement Budget, and will be financed with Sewer Funds in the amount of $245,000. |
| | | | | | | | RECOMMENDATION
It is recommended that the Sanitary District Board:
- Award a contract to SA Associates for professional engineering services including civil engineering design and topographic survey for the Sewer System Rehabilitation Plan Phase 1, Sewer Main Replacement Project No. 4, in the amount of $245,000; and
- Authorize the General Manager to execute the agreement on behalf of the Garden Grove Sanitary District, and make minor modifications as appropriate thereto.
