OBJECTIVE

For City Council to award a contract to R.J. Noble Company for Chapman Avenue Resurfacing from Springdale Street to Western Avenue (CP1341000) and 5-Year Landscape and Irrigation Maintenance (CP1341278).

BACKGROUND

The Chapman Avenue project will be split into two (2) phases. The first phase consists of the resurfacing of Chapman Avenue by removal and replacement ("dig outs") of failed pavement areas, cold milling, installation of ARAM, asphalt paving, repair of damaged sidewalk, curb & gutter, cross gutter, bus pads, upgrade of access ramps, catch basin CPS Screens, adjustment of utility covers to finish grade, restoration of traffic signing, striping, & pavement markings, landscaping and irrigation, and reestablishment of centerline ties and monuments. The second phase will consist of landscaping and irrigation maintenance for five (5) years.

As referenced, Phase 1 will include landscape and irrigation improvements from Wild Goose Street to Santa Catalina Avenue. On  April 28, 2022, staff conducted a neighborhood meeting to solicit feedback about these improvements. Residents unanimously selected one of the three concepts designed by the City's consultant.
DISCUSSION

Staff solicited bids for this project pursuant to Municipal Code Section 2.50.100. Two (2) qualified bids were received at the City Clerk's office by 11:00 a.m. on August 30, 2022. The lowest qualified contractor was RJ Noble Company, with a total bid of $4,185,570. This bid amount is within the current project budget.  The licenses and references of the contractor have been reviewed and verified by staff, and all other documentation is in order.

 

The anticipated contract schedule is as follows:

 

Award Contract  September 13, 2022
Begin Construction (estimated)  October 17, 2022
Complete Construction (estimated) March, 2023
Begin 5 yr maint. period (estimated)  May, 2023
End 5 yr maint. period (estimated)  April, 2028

 

 

FINANCIAL IMPACT

There is no impact to the General Fund. These improvements were included in the Fiscal Year 2022-23 Capital Improvement Plan budget and are funded by Measure "M2 Local Fair Share," and Gas Tax.

RECOMMENDATION

It is recommended that the City Council: 

 

  • Award a contract to R.J. Noble Company in the amount of $4,185,570 for Chapman Avenue Resurfacing from Springdale Street to Western Avenue (CP1341000) and 5-Year Landscape and Irrigation Maintenance (CP1341278); and 

 

  • Authorize the City Manager to execute an agreement with R.J. Noble Company, and make minor modifications as appropriate thereto, on behalf of the City.
