OBJECTIVE

For City Council approval to enter into a Cooperative Agreement with the Orange County Transportation Authority (OCTA) for the Valley View Street Corridor Traffic Signal Synchronization Project (CP1180000).

BACKGROUND

On November 26, 2019, City Council passed Resolution No. 9595-19 approving the submittal of Valley View Street Traffic Signal Synchronization Improvement Project to the OCTA for funding under the competitive Measure M2 Regional Traffic Signal Synchronization Program. In 2020, OCTA approved a two-year project delay at the request of the lead agency, City of Huntington Beach.

DISCUSSION

The proposed Valley View Street project includes 22 traffic signals spanning approximately five miles. It would begin at Chapman Avenue in the City of Garden Grove and terminate at Warner Avenue in the City of Huntington Beach (Exhibit A). The Valley View Street project cost is estimated at $1,871,400.  The City currently has jurisdiction of the following five traffic signals along Valley View Street: Chapman Avenue, Cinema Main Driveway, Belgrave Avenue, Lampson Avenue and Cerulean Avenue. The project subtotal for the City of Garden Grove is $578,100.  The local match (at 20%) is $115,620.  The project will include the development and implementation of signal timing, traffic signal equipment upgrades, and two years of traffic signal timing maintenance.  The project is anticipated to begin in November 2022.

FINANCIAL IMPACT

There is no impact to the General Fund.  The City of Garden Grove’s financial responsibility towards the project is estimated at $115,620.  Funds have been allocated in the FY 22/23 budget using Traffic Mitigation Fees.

RECOMMENDATION

It is recommended that the City Council:

 

  • Approve the Cooperative Agreement with the Orange County Transportation Authority for the Valley View Street Corridor Traffic Signal Synchronization Project; and

 

  • Authorize the Mayor to execute the Cooperative Agreement on behalf of the City.
