Adoption of a Resolution implementing the terms and conditions of employment for Central Management and the City Manager.  (Action Item)

OBJECTIVE

This memo requests City Council approval for a resolution implementing terms and conditions of employment for the City’s Central Management group identified in the Resolution and the City Manager. 

BACKGROUND

The City, as directed by the City Council, met and conferred with the Orange County Employee's Association Garden Grove Chapter and the League groups and reached a tentative agreement.  Pending City Council approval, the MOUs with adjusted wages and benefit provisions will go into effect July 2022.  Therefore, the Resolution applicable to Central Management employees and the City Manager has been prepared to be consistent with the City Council's direction.
DISCUSSION

To maintain parity within job families of City employees, a new Resolution applicable to Central Management employees and the City Manager provides the following:

 

  • A three and half percent (3.5%) base salary increase effective July 2022; a three and half percent (3.5%) base salary increase effective July 2023; and, a three and half (3.5%) base salary increase effective July 2024.
  • Medical benefit contributions increases in July 2022, January 2024, and January 2025. 

 

FINANCIAL IMPACT

The estimated cost for the provisions of the Resolution for members of Central Management and the City Manager are approximately $100,388 for FY 2022-23, $198,061 for FY 2023-24, and $303,784 for FY 2024-25, for a total cumulative cost increase of approximately $602,233 over the term of the Resolution.   These estimated costs do not include normal increases resulting from annual merit increases, changes in an employee’s specialty pay eligibility, nor pension costs.

 

Future budget appropriations will be made as appropriate to accommodate these estimated costs.

RECOMMENDATION

It is recommended that the City Council:

 

  • Adopt the attached Resolution implementing terms and conditions of employment for the City’s Central Management group and the City Manager.
