Adoption of the Resolution implementing the terms and conditions of employment for middle management.  (Action Item)

OBJECTIVE

This memo requests City Council approval for a resolution implementing terms and conditions of employment for the City’s Middle Management, i.e., full-time non-union employees, identified in the Resolution.

BACKGROUND

To maintain parity within job families of City employees, the City has historically extended the wage and benefit provisions afforded to the Orange County Employee’s Association (OCEA) and the OCEA Employee’s League (League) to the Middle Management group.

 

DISCUSSION

OCEA and League proposed new MOU’s with adjustments to wages and benefit provisions that go into effect July 2022.  Therefore, the Resolution applicable to Middle Management employees has been prepared to be consistent with the 2022-2025 provisions of the OCEA and League. 

 

The new Resolution provides the following:

  • A three percent (3%) base salary increase effective July 2022; a three percent (3%) base salary increase effective July 2023; and, a three (3%) base salary increase effective July 2024.
  • Medical benefit contributions increases in July 2022, January 2024, and January 2025. 
  • Longevity pay of five percent (5%) of base pay for completion of twenty (20) full years of full-time service.

 

The increase of benefits is the same as the increases of OCEA and League MOU provisions. In addition, Human Resources will conduct classification and compensation study to validate and assess classification and compensation within the middle management group 

FINANCIAL IMPACT

The estimated costs for the provisions of the Resolution for members of Middle Management are approximately $569,617 for FY 2022-23, $610,083 for FY 2023-24, and $1,045,764 for FY 2024-25, for a total cumulative cost increase of approximately $2.2 million over the term of the Resolution.   These estimated costs do not include normal increases resulting from annual merit increases, changes in an employee’s specialty pay eligibility or longevity, promotions, nor pension costs.

   

Future budget appropriations will be made as appropriate during the budget process.   

RECOMMENDATION

It is recommended that the City Council:

 

  • Adopt the attached Resolution implementing terms and conditions of employment for the City’s Middle Management group.
