| | | | | | | | OBJECTIVE
For City Council to approve Measure M2’s Seven-Year Capital Improvement Plan (7-YR CIP) and adopt a resolution updating the City’s Pavement Management Plan (PMP). |
| | | | | | | | BACKGROUND
Every year, Orange County local agencies are required to submit approved documentation and resolutions to the Orange County Transportation Authority (OCTA) to maintain Measure M2 eligibility for Local Fair Share payments and competitive grant funding. This year, there are two major components to this annual review, which include: (1) the adoption of a 7-YR CIP and (2) adoption of a resolution updating the City’s PMP. |
| | | | | | | | DISCUSSION
The following is a brief summary of the two requirements mentioned above:

Seven-Year Capital Improvement Plan – Per OCTA’s eligibility requirements, the City must develop a 7-YR CIP, including all transportation capital projects scheduled to use Measure M2 revenues. All construction costs must also be identified. The City, however, is not obligated to deliver any projects included in the 7-YR CIP.
- Pavement Management Plan – The City must update its PMP biennially. Each local jurisdiction is required to provide a plan that manages the preservation of paved roads by analyzing pavement life cycles, assessing overall system performance costs, and determining strategies and costs for improving roads. The 2022 PMP has shown a decline in the City’s overall pavement condition index (PCI). Staff is currently working on strategies for improving the PCI, including: 1) Implementation of a PMP acceleration program that includes an additional $17.5 million in the current FY2021-2023 Biennial Budget, 2) Continued commitment of up to $1 million in CDBG funds for street maintenance over the next seven years, 3) Implementation of targeted strategies to maximize pavement life in coordination with available funding, and 4) Implementation of a long-term infrastructure funding plan that will identify potential additional revenues that may be allocated for street maintenance in the next biennial budgets.

There is no impact to the General Fund. The City is projecting to receive $3.1 million in Measure M2 revenues in Fiscal Year 2022-23. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Adopt the FY 2022-23 Measure M2 Seven-Year Capital Improvement Plan; and
- Adopt a resolution updating the City’s Pavement Management Plan.
