Approval of Amendment No. 3 to the Agreement with Stray Cat Alliance for the Field Cat Trapping Program.  (Cost:  $70,000) (Action Item

OBJECTIVE

To secure City Council authorization to approve Amendment No. 3 with Stray Cat Alliance (SCA) to continue the current contract amount of $70,000 and authorize the City Manager to extend the performance period through June 30, 2023.

BACKGROUND

In July 2020, the City entered into a one-year, sole source agreement with SCA, which was extended in 2021, for continuation of the City's Return to Field (RTF) cat trapping program.  The RTF program allows residents to trap feral or stray cats so that they can be sterilized, given a rabies vaccination and a medical examination, and then be returned back to the location they came from.  Animal Care Services has administered this program with SCA since 2018.

DISCUSSION

The RTF program has been well received by the community.  The goal of the program is to limit the cat's reproductive cycle and reduce the number of kittens being born to feral or stray cats and reduce shelter intake. Due to increased costs of providing services, the cost per cat has increased to $241.38, which is reflected in Attachment A, Scope of Services.
FINANCIAL IMPACT

There is no additional impact to the General Fund. Funds will be used from the Public Works’ operating budget.  

RECOMMENDATION

It is recommended that the City Council:

 

  • Approve Amendment No. 3 to the agreement with Stray Cat Alliance to extend the contract through June 30, 2023, in an amount not-to-exceed $70,000; and

 

  • Authorize the City Manager to sign Amendment No. 3, and to make minor modifications as appropriate on behalf of the City.
