| From: | William E. Murray
| Dept.: | City Manager
| Dept.: | Public Works
| Subject: | Adoption of a Resolution for the annual levy of Fiscal Year 2022-23 assessment for the Downtown Assessment District. (Action Item) | Date: | 6/14/2022 |
|
| | | | | | | | OBJECTIVE
For the City Council to conduct a public hearing to consider any protests on the annual Downtown assessment, and to adopt a Resolution approving Fiscal Year 2022-23 assessment for the Downtown Assessment District. |
| | | | | | | | BACKGROUND
On May 24, 2022, City Council adopted resolutions 9727-22, 9728-22, and 9729-22, which in general, described the proposed improvements, directed the City Engineer to prepare and file an Engineer’s Report, and stated the intention to levy and collect assessments for FY 2022-23; setting the public hearing date for June 14, 2022. |
| | | | | | | | DISCUSSION
These proceedings and the notification regarding the levying of an annual assessment have been followed in accordance to the Landscaping and Lighting Act of 1972. The remaining action for City Council is to hold the public hearing and, after conducting the hearing, adopt the proposed resolution to levy FY 2022-23 assessments for the Downtown Assessment District. |
| | | | | | | | FINANCIAL IMPACT
There is no impact to the General Fund. The City will collect $26,700 in assessment revenues for the Downtown Assessment District. |
| | | | | | | | RECOMMENDATION
Staff recommends that the City Council:
- Conduct the Public Hearing for the proposed annual levy of assessments;
- Receive the report of the City Clerk regarding protests received; and
- Assuming there is no majority protest, adopt the Resolution confirming the proceedings and levying assessments against the individual parcels in the Downtown Assessment District.
