| | | | | | | | OBJECTIVE
For the City Council to adopt Resolutions for: The City's General Municipal Election on Tuesday, November 8, 2022, for the election of Mayor at large and Districts 1, 3, and 4 Council Member seats; to request the Orange County Board of Supervisors consolidate the Garden Grove General Municipal Election with the Statewide General Election; to approve regulations for candidates for elective office pertaining to Candidates Statements; and to approve the nomination filing hours to coincide with the Orange County Registrar of Voters. |
| | | | | | | | BACKGROUND
The November 8, 2022, upcoming Municipal Election, held in conjunction with the Statewide General Election, is for the purpose of electing a Mayor for the full term of two years and three Council Members in District Nos. 1, 3, and 4, for the full term of four years. |
| | | | | | | | DISCUSSION
Pursuant to provisions of the California Elections Code, the Resolutions are being presented for City Council adoption to call the election for the offices of Mayor and Council Member seats in Districts 1, 3, and 4; to request the County of Orange to provide certain services in connection with the election; and adopt regulations for the Candidates Statement of Qualification that includes the word count limit of either 200 or 400 words.
The nomination period begins July 18, 2022, and ends on August 12, 2022. The City Clerk's Office will have nomination forms and election documents available for Garden Grove registered electors wanting to run for Mayor or Districts 1, 3, and 4 seats during the nomination period. It is recommended that appointments be made with the City Clerk during the nomination period between 8:00 a.m. through 5:00 p.m. The City Clerk will be available during City Hall closures on Friday, July 29, 2022, and Friday, August 12, 2022, between 8:00 a.m. through 5:00 p.m. |
| | | | | | | | FINANCIAL IMPACT
Approximately $120,000 for funding election costs have been included as part of the Fiscal Year 2022-23 budget. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Adopt the Resolution to hold the City's General Municipal Election on Tuesday, November 8, 2022, for the election of Mayor and three Council Members as required by the provisions of the laws of the State of California relating to General Law cities;
- Adopt the Resolution to request the Orange County Board of Supervisors consolidate the Garden Grove General Municipal Election with the Statewide General Election, pursuant to Elections Code Section 10403;
- Adopt the Resolution to approve regulations for candidates for elective office pertaining to Candidates Statements submitted to the voters; and
- That hours for nomination filings through the nomination period between 8:00 a.m. and 5:00 p.m., with weekend closures, to coincide with the Orange County Registrar's Office.
