The purchase of two fully-equipped police motorcycles was approved in both the adopted FY 2021-22 and FY 2022-23 City budgets, for a total of four motorcycles. The appropriations also included funds for the purchase of a police radio for each motorcycle.

On September 14, 2021, the Police Department requested a purchase order be issued to Motorola for seven vehicle radios, utilizing pricing in the Motorola Orange County Equipment and Services Price Book Agreement #MA-060-21010004. The City Council authorized that purchase and also approved dispensing with bidding for a sole source purchase pursuant to Garden Grove Municipal Code 2.50.060(C). This sole source purchase will be made pursuant to that approval and utilizing the same price book agreement.

The cost of each radio configuration is approximately $14,111, for a total of approximately $56,444, including tax. The Department requests, however, that the purchase order be issued in the amount not to exceed (NTE) $58,000 to account for any minor variations in costs or unanticipated increases prior to the purchase order being issued.

Funds were appropriated in FYs 2021-22 and 2022-23 for the purchase of four (4) fully-equipped police motorcycles. There is no additional impact to the General Fund.

It is recommended that the City Council:

• Authorize the Finance Director to issue a purchase order to Motorola Solutions for the purchase of (4) police motorcycle radios.
