Approval of Amendment No. 1 to an Agreement with Civiltec Engineering, Inc. for engineering and condition assessment of Well Nos. 16, 19, and 25 (Cost: $70,330) (Action Item)

OBJECTIVE

To request City Council approval of Amendment No. 1 to an agreement with Civiltec Engineering Inc. (Civiltec) to provide engineering and condition assessment of Well Nos. 16, 19, and 25.

BACKGROUND

The City’s 2020 Water Master Plan has identified the need for three (3) of the potable water wells within the City to be rehabilitated. The preliminary recommendation includes reconditioning and modernization/automation of the wells. Prior to the commencement of the design for the rehabilitation of the wells, the City’s Water Services Division contracted with Civiltec to conduct an engineering and condition evaluation of each well to determine the remaining expected useful lifespan of the wells. As part of the contract, it included an optional scope for the design of rehabilitation of Well 19. 

DISCUSSION

The City has proceeded with the optional scope to design the rehabilitation of Well 19, as the findings of the well assessment showed that Well 19 is in good condition.  To accommodate the addition of the per-and polyfluoroalkyl substances (PFAS) treatment at Well 19, additional improvements were identified. These improvements include the design of a new storm drain, modification to the existing Chlorine Chemical Treatment Dosing System, and the modification to the shading structure. 

 

An amendment to the existing agreement is required to include fees for the additional design services, from $468,606 to $538,936, a $70,330 increase.  The amendment will ensure Civiltec can provide the additional design services required for the Well 19 Rehabilitation Project.

FINANCIAL IMPACT

There is no impact to the General Fund. This cost will be financed with Water Funds in the amount of $70,330.

RECOMMENDATION

It is recommended that the City Council:

 

  • Approve Amendment No. 1 to the existing agreement with Civiltec Engineering, Inc., increasing the existing agreement amount from $468,606 to $538,936, a $70,330 increase; and 

 

  • Authorize the City Manager to execute the Amendment No. 1 to the professional services agreement on behalf of the City  and make minor modifications as appropriate thereto.
