OBJECTIVE

For City Council to award a contract to Elecnor Belco Electric, Inc. for construction of Project No. CP-1292000, Traffic Signal Installation and Modifications at Various Locations FY 21-22.

BACKGROUND

Project No. CP-1292000 consists of the installation of a new traffic signal at Chapman Avenue/Lamplighter Street and traffic signal modifications at Euclid Street/Stanford Avenue, Garden Grove Boulevard/Casa Linda Lane, Garden Grove Boulevard/Gilbert Street and Brookhurst Street/Stanford Avenue.  The project involves installing new signal equipment, poles, cabinets, conduits, cables and vehicle video detection.  As part of the improvements, striping will be modified and curb ramps will be constructed to meet ADA requirements.

DISCUSSION

Staff solicited bids for this project pursuant to Municipal Code Section 2.50.100. Seven (7) qualified bids were received by the City Clerk's office.  The bids were opened at 11:00 a.m. on January 12, 2022.  The lowest qualified bidder is Elecnor Belco Electric, Inc., with a total bid of $1,276,196.  This bid is within the current project budget.  The licenses, references and all other documentation of the contractor have been reviewed and verified by staff, and found to be in order.  This contract will comply with the City’s Community Workforce Agreement. 

 

The anticipated contract work is as follows:

 

Award Contract                                February 8, 2022

Begin Construction (estimated)         March 7, 2022

Complete Construction (estimated)   October 10, 2022

   

FINANCIAL IMPACT

There is no financial impact to the General Fund. This improvement is included in the Capital Improvement budget and is funded by traffic mitigation fees and red light enforcement fees.

RECOMMENDATION

It is recommended that the City Council:

  • Award a Contract to Elecnor Belco Electric, Inc., in the amount of $1,276,196, for construction of Project No. CP-1292000, Traffic Signal Installation and Modifications at Various Locations FY 21-22; and
  • Authorize the City Manager to execute the agreement and make minor modifications as appropriate thereto, on behalf of the City.
