Staff proposes to hire a professional landscape/irrigation designer to work with City staff and all of the residents along Chapman Avenue to develop a plant palette that encourages the use of drought tolerant plants along with attractive plant combinations that provides privacy for homes that are facing Chapman Avenue for landscape improvements along the northern and southern parkway planters on Chapman Avenue.  

Staff requested proposals from four (4) firms to provide professional landscape/irrigation design services.  All four (4) consultants submitted a proposal. A panel consisting of three staff members rated the proposals on the basis of qualifications, work plan, and references. Based on the evaluations results, David Volz Design was rated the highest. The following is a summary of the ratings:

There is no impact to the General Fund. The costs associated with this Agreement have been included into the Capital Improvements Budget and is funded by Measure M2 “Local Fair Share” in the amount of $61,811.

It is recommended that the City Council:

• Award a contract, in the amount of $61,811, to David Volz Design to provide professional landscape and irrigation design services along Chapman Avenue from Wild Goose Street to Santa Catalina Avenue; and

• Authorize the City Manager to execute the contract on behalf of the City, and to make any modifications as appropriate.
