| | | | | | | | OBJECTIVE
For City Council to award a contract to R.J. Noble Company, for Euclid-Westminster Intersection Capacity Enhancement at the intersection of Euclid Street and Westminster Avenue. |
| | | | | | | | BACKGROUND
On September 22, 2020, the City Council adopted Resolution No. 9656-20 approving the ‘Submittal of Application for the Euclid-Westminster Intersection Improvement Project, Construction Phase’ (also known as Euclid-Westminster Intersection Capacity Enhancement), to Orange County Transportation Authority (OCTA). On July 1, 2021, OCTA approved and authorized grant funding for this project.
The project will add a southbound right-turn lane along Euclid Street and an eastbound right-turn lane along Westminster Avenue at the intersection of Euclid Street and Westminster Avenue. The OCTA’s Comprehensive Transportation Funding Program (CTFP) provides 65% of funding and requires a 35% local match. |
| | | | | | | | DISCUSSION
The project generally consists of a 12-foot roadway widening to add a southbound right turn lane on Euclid Street, and a 12-foot roadway widening to add an eastbound right turn lane on Westminster Avenue. It also includes: demolishing, removing and relocating items affected by the proposed widening; construction of new concrete curb & gutter and sidewalk; construction of asphalt pavement on southbound lanes of Euclid Street and eastbound lanes of Westminster Avenue; landscape and hardscape; and all new traffic signal installation on all four (4) corners of the intersection and new cabinet.
Staff solicited bids for this project pursuant to Municipal Code Section 2.50.100. Five (5) qualified bids were received and opened in the City Clerk's office at 11:00 a.m. on September 22, 2021. The lowest qualified bidder is R.J. Noble Company, with a total bid of $1,122,070. This bid is within the current project budget. The licenses and references of the contractor have been reviewed and verified by staff, and all other documentation is in order. |
| | | | | | | | FINANCIAL IMPACT
There is no impact to the General Fund. OCTA’s CTFP grant provides 65% of funding, which is equivalent to $729,345.50. Gas Tax funds will be used to provide the 35% matching funds in the amount of $392,724.50 for this grant cycle. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Award a contract to R.J. Noble Company, in the amount of $1,122,070 for Project No. CP-109000, Euclid-Westminster Intersection Capacity Enhancement; and
- Authorize the City Manager to execute the agreement, and make minor modifications as appropriate thereto, on behalf of the City.
