| | | | | | | | OBJECTIVE
For the Garden Grove Sanitary District (GGSD) Board to award a contract to Tunnelworks Services Inc. for the construction of CP1245000 – Sewer System Rehabilitation Plan Phase I Sewer Main Lining and Spot Repair Projects 3 & 4. |
| | | | | | | | BACKGROUND
The GGSD recently completed the Sewer System Rehabilitation Plan Phase 1, a study that identified a list of replacement and lining projects with spot repairs within the District. Based on this assessment the GGSD proposes sewer lining for 22,030 linear feet of 8-inch diameter and 200 linear feet of 10-inch diameter sanitary sewer gravity piping by UV-cured glass reinforced plastic cured-in-place pipe (GRP-CIPP) liner. The project will also include one open cut point repair, one 4-foot diameter manhole installation, 500 sewer lateral reinstallments and 23 top hat sewer lateral seals at indicated locations. A project location map is attached.
This project will improve existing condition of pipes, prevent future damages and prolong the life of the pipe. Repairs will be made at locations where there are defective spots on the pipe. |
| | | | | | | | DISCUSSION
Six (6) bids were received and opened by the City Clerk’s Office on July 1st, 2021, at 11:00 a.m. (see Bid Summary Sheet). The lowest responsive bidder was Sancon Technologies. However, Sancon Technologies was disqualified for not having required experience specified in the bid documents, particularly dealing with the installation of ultra-violet cured in place lining. The second lowest responsive bidder was Tunnelworks Services Inc., with a total bid of $1,221.976.30. This bid is within the current project budget. The licenses and references of the contractor have been reviewed and verified by staff, and all other documentation is in order. The anticipated contract schedule is as follows:
Award Contract August 24, 2021
Begin Construction September 27, 2021
Complete Construction March 25, 2022 |

There is no impact to the General Fund. This project is included in the 2021/22 Capital Improvement Budget, and will be financed with Sewer Funds in the amount of $1,221.976.30. |
| | | | | | | | RECOMMENDATION
It is recommended that the Sanitary District Board:
- Award a contract to Tunnelworks Services Inc. for the construction of Project CP1245000 – Sewer System Rehabilitation Plan Phase I, Sewer Main Lining and Spot Repair Projects 3 & 4, in the amount of $1,221.976.30; and
- Authorize the General Manager to execute the agreement on behalf of the Sanitary District.
