The City’s Photo Enforcement Program, or red light camera system, was initiated in July of 1999.  The program includes eight (8) intersections.  The program has shown to reduce severe collisions and save lives.

The most recent agreement with Redflex Traffic Systems, Inc. was executed on July 25, 2017.  The contract was for a 4-year term.  It was extended through August 13, 2021, by execution of the Third Amendment to the agreement.

In order to keep this beneficial program in place, staff is proposing a five (5) year extension to the current agreement.  The basic terms of the original agreement are unchanged.  Also, per Section 3 of the proposed Fourth Amendment, the fixed fee structure is being amended to include the “no fee” Tier Two Designated Intersection Approaches into the Tier One Designated Intersection Approaches.  The fixed fee is also being adjusted from $2,800 per approach to $2,200 per approach to compensate for elimination of the “no fee” approaches.  Overall, the monthly fixed fee would remain unchanged for all combined approaches.

There is no impact to the General Fund.  All program operational costs are covered with Program revenues.

It is recommended that the City Council:

• Approve the Fourth Amendment with Redflex Traffic Systems, Inc. extending the existing agreement an additional five (5) years; and

• Authorize the City Manager to execute the professional services agreement Fourth Amendment with Redflex Traffic Systems, Inc.
