Phase II of the District's sewer system consists of approximately 500,000 linear feet generally concentrated in the eastern part of the District’s service area.  It is recommended by the State of California that the sewer system be evaluated at least every ten years. The last assessment of the Phase II Sewer System was in September 2005.  Therefore, a reassessment is now due.

Staff requested proposals from three (3) firms to provide professional engineering services. Two (2) consultants submitted proposals. A panel of three members rated the submitted proposals on the basis of qualifications without considering cost.  Based on evaluation results, AKM Consulting Engineers rated highest in qualifications and its ability to provide professional engineering services for this project.  The following is a summary of the ratings with the highest total being the most qualified:

Upon selection of the most qualified firm, Water Services staff interviewed AKM Consulting Engineers and negotiated an agreement for its services.

There is no impact to the General Fund. This project is included in the 2021-2022 Capital Improvement Budget, and will be financed with Sewer Funds, in the amount of $1,018,016. 

It is recommended that the Sanitary District Board:

• Award a contract to AKM Consulting Engineers for professional engineering services for preparation of the 2021 Sewer System Rehabilitation Plan - Phase II, in the amount of $1,018,016; and

• Authorize the General Manager to execute the agreement on behalf of the Sanitary District, and make minor modifications as appropriate thereto.
