The Department of Housing and Urban Development (HUD) requires Housing Authorities that administer a Housing Choice Voucher Program (HCV) to approve an Administrative Plan.  The purpose of the plan is to outline the Authority’s policies and procedures in the administration of the HCV Program.  The plan has undergone numerous updates and revisions to accommodate regulatory changes in the program, to improve procedures, and to clarity policies.  Revisions to the Administrative Plan require a Public Hearing and approval by the Housing Authority Commission.  The last revision was approved by the Housing Authority on November 28, 2017.

The revised Administrative Plan attached updates the Authority's mission statement and organizational chart. Revisions also include language responding to HUD policies and clarifications of procedures such as: income exclusions and inclusions; utility allowance schedule for mobile homes; quality control inspections; project based special admissions; checks and direct deposits; procedures for administering the Mainstream and Emergency Housing Vouchers.  The Public Hearing notice was published on July 2, 2021, and on July 9, 2021; and the revised Administrative Plan was available for public view as of July 19, 2021, at the Garden Grove Housing Authority located at 12966 Euclid Street, Suite 150, Garden Grove, California.

It is recommended that the Housing Authority Commissioners:

• Conduct a Public Hearing; and

• Approve the July 27, 2021, revised Administrative Plan.
