| | | | | | | | OBJECTIVE
To request the Housing Authority appropriate Low-Mod Income Housing Asset Fund (LMIHAF) funding for purposes of providing housing stability services for the HEART Program. |
| | | | | | | | BACKGROUND
During Fiscal Years 2019-20 and 2020-21, the City administered the Homeless Emergency Assistance Rental Transition (HEART) Program, which provides up to 24-months of rental assistance and wrap around services to literally homeless and at-risk households. The HEART Program is subsidized with $250,000 in Federal HOME funds for rental assistance and security deposits and $50,000 from the Low/Moderate-Income Housing Asset Fund (LMIHAF) for ongoing housing stability services.
Since its inception, the HEART Program has assisted a total of 47 homeless or at-risk households to secure and maintain permanent housing. |
| | | | | | | | DISCUSSION
On April 27, 2021 the Garden Grove City Council approved the FY 2021-22 Annual Action Plan, which included a provision for $250,000 in Federal HOME funds to subsidize rental assistance and security deposit payments for HEART Program participants.
Staff is recommending Interval House also be awarded $50,000 in LMIHAF funds to provide ongoing housing stability services for the HEART Program.
Interval House is qualified by virtue of experience and expertise to accomplish the services requested and has a clear understanding of the City’s objectives.

| | | | | | | | FINANCIAL IMPACT
Staff is recommending $50,000 in LMIHAF funds be allocated to provide housing stability services for the HEART program. It is expected that this level of funding will enable approximately 10 households to transition from homelessness to permanent housing.
The LMIHAF funds that will be used to subsidize the HEART Program are available and will not impact any planned project or activity, nor impact the General Fund. |

It is recommended that the Housing Authority as Housing Successor:
- Appropriate $50,000 in FY 2021-22 LMIHAF funds for HEART Program services.
