Authorize the issuance of a purchase order to CPAC, Inc., for the purchase of servers and storage systems for the City's Water and Sewer SCADA Systems. (Cost: $75,397.88) (Action Item)

OBJECTIVE

To obtain City Council approval for the issuance of a purchase order in the amount of $75,397.88 to CPAC, Inc. for Scale Computing's virtualization and storage systems to host the City's Supervisory Control and Data Acquisition (SCADA) systems.
BACKGROUND

The City completed the SCADA Master Plan for the water system in 2020. The findings from the Master Plan concluded that the current SCADA system is obsolete. The SCADA system requires replacement for both hardware and software components, with exception of fiber optic communications.

 

The SCADA system hardware and software includes a comprehensive set of components and applications that communicate via the SCADA network. The items include programmable logic controllers, human machine interface, panel-mounted operator interface terminals, servers and operating systems.

 

The City has contracted with West Yost Associates to implement the projects as identified in the Master Plan. One of the Foundational Improvement Projects being implemented includes establishing dedicated, redundant and fault tolerant server and storage environments for SCADA servers, data storage, and supporting computing systems.


DISCUSSION

The City’s water and sewer  systems currently run on stand alone, outdated hardware and operating systems.  The 2020 SCADA Master Plan has recommended using contemporary, dedicated computing and storage environments for running SCADA systems. Scale Computing HC3 is being recommended as a "hyperconverged" solution combining servers, storage, and virtualization into a single solution to provide a simplified, cost effective server and storage environment. 


IFB No. S-1283 was advertised and posted on Planet Bids on-line bidding system on June 3rd, 2021. Two (2) bids were received and opened on June 24, 2021.  Both bids were responsive.

FINANCIAL IMPACT

The purchase price of the Scale computing appliances with three years of support is $75,397.88 and will be financed with Water Enterprise Funds, as part of the City's long-term capital plan. There is no impact to the General Fund.
RECOMMENDATION

It is recommended that the City Council:

 

  • Authorize the Finance Director to issue a purchase order, in the amount of $75,397.88, to CPAC, Inc.
