To request City Council approval of Subrecipient Agreements with the Orange County Asian and Pacific Islander Community Alliance (OCAPICA) and StandUp For Kids Orange County (SUFKOC) for the operation of the Workforce Activation and Readiness Program (WARP). |
| | | | | | | | BACKGROUND
On February 9, 2021, City Council approved Substantial Amendment No. 5 to the FY 2019-20 Annual Action Plan, which included the appropriation of $1,612,275 in CDBG-CV3 funds to provide services to the homeless and those at-risk of homelessness. As a result, staff launched WARP, which provides employment services to Garden Grove residents to help them secure and maintain gainful employment. |
| | | | | | | | DISCUSSION
On March 1, 2021, Agreements were executed with both OCAPICA ($50,000) and SUFKOC ($24,000) to administer WARP as a pilot program over the final four (4) months of FY 2020-21. Since that time, these subrecipients have assisted a total of 17 individuals with employment services.
Given the program success over a short period (4 months), staff is recommending both OCAPICA and SUFKOC receive an additional $150,000, respectively in CDBG-CV3 funds to continue the ongoing implementation of WARP during FY 2021-22. It is projected that this level of funding will allow 70 homeless or at-risk individuals to participate in WARP during FY 2021-22, with the end goal of securing and maintaining full time employment during the post-COVID recovery period.
Both organizations are qualified by virtue of experience and expertise to accomplish the services requested and have a clear understanding of the City’s objectives. |

Staff is recommending an additional $300,000 in CDBG-CV3 funds be allocated for the operation of WARP. As proposed, each service provider will receive an additional $150,000 to operate WARP during FY 2021-22.

| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Approve the Subrecipient Agreements for the Workforce Activation Readiness Program with Orange County Asian and Pacific Islander Community Alliance in the amount of $200,000, and with Standup for Kids Orange County in the amount of $174,000; and
- Authorize the City Manager to execute the Subrecipient Agreements and make minor modifications as appropriate.
