To recommend that the City Council award a contract to Stantec Consulting Services, Inc. for professional engineering services for the water improvement design of the Orangewood Avenue & Dale Street Project No. CP 1286000. |
| | | | | | | | BACKGROUND
The 2020 Garden Grove Water Master Plan was developed to evaluate the City’s existing and future water system. Performance and operational criteria were developed to define Orange County Fire Authority's fire flow requirements for new development, peak supply capacity, minimum and maximum distribution system pressures, booster pump station and storage facility sizing, and water main sizing. A capital improvement project list was generated based on evaluations using this criteria. The Orangewood Avenue & Dale Street Project is part of the recommended water improvements necessary to address fire flow capacity deficiencies and eliminate small size water mains.
The water improvement design project includes replacing approximately 7,800 lineal feet of 6-inch diameter asbestos cement pipe with 8-inch diameter polyethylene vinyl pipe, replacing and potentially relocating approximately 13 fire hydrants and 200 new water services. The project will also include abandoning approximately 200 water services. It includes three known tie-in locations to the existing water system. The consultant is responsible for developing bid documents that include construction plans, specifications and an engineer’s estimate. The contract agreement includes optional tasks for construction project management and inspection services. |

Staff requested and received proposals from four (4) firms on May 20, 2021. Three staff members rated the submitted proposals on the basis of qualifications without considering cost. Based on evaluation results, Stantec Consulting Services, Inc. rated highest in qualifications and its ability to provide professional engineering services for this project. The following is a summary of the ratings with the highest total score being the most qualified:

There is no impact to the General Fund. This project was included in the Fiscal Year 2021/22 Capital Improvement Budget and will be financed through Water Enterprise Funds in the amount of $425,830. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:

Award a contract to Stantec Consulting Services, Inc. for professional engineering services for the water improvement design of the Orangewood Avenue & Dale Street Project No. CP 1286000 in the amount of $425,830; and
- Authorize the City Manager to execute the agreement on behalf of the City Council.
