OBJECTIVE

For the Garden Grove Sanitary District Board (GGSD) to award a contract to Kordich Construction, Inc., for the construction of Sewer System Rehabilitation Plan (SSRP) Phase 1, Sewer Main Replacement Projects 2 & 3 - Project No. CP 1244000.

BACKGROUND

The SSRP Phase 1, Sewer Main Replacement Project 2 & 3 (at Galway Street, Acacia Avenue, Donegal Drive, Kerry Street, Crosby Avenue, Galway Street, Central Avenue, Vener Drive, Kellogg Street, Gilbert Street, Trask Avenue and Sycamore Street) is one of many projects designed to address defective sewer pipe throughout the City under the GGSD SSRP Phase 1 of 2018. The condition of the pipe is categorized as: severe, major, moderate, minor and no defect; and the Plan prioritizes pipes in severe and major condition. The GGSD SSRP Phase 1 identified Project No. CP 1244000 as one of the high priority projects. A location map is attached identifying this project.

 

The sewer rehabilitation project includes 12 lineal feet of 6-inch diameter extra strength Vitrified Clay Pipe (VCP), 3,450 feet of 8-inch diameter VCP, 560 lineal feet of 12-inch diameter VCP, and 620 lineal feet of 15-inch diameter VCP. It also includes the construction of 7 manholes, core drilling and modifications to 16 existing manhole shelves and channels, 8 tie-ins to existing manholes, 86 sewer lateral reconnections, and 3 sewer lateral extensions. It also includes 5 sewer spot repairs at various locations and replacing 20-foot sections of existing asbestos cement pipe (ACP) water mains with PVC C-900 or ductile iron pipe. The entire project will require maintaining existing sewer flows during construction, temporary traffic control, pavement replacement and resurfacing, replacement of traffic loop detectors, replacement of traffic striping/markings and pavement markers, and all other appurtenant work.    

DISCUSSION

Nine (9) bids were received and opened by the City Clerk’s Office on May 25, 2021, at 11:00 a.m. (see Bid Summary Sheet). The lowest responsive bidder is Kordich Construction, Inc., with a total bid of $1,948,450. This bid is within the project budget. The licenses and references of the Contractor have been reviewed and verified. The anticipated contract schedule is as follows:

 

Award Contract                June 22, 2021

Begin Construction           July 19, 2021  

Complete Construction     April 11, 2022

FINANCIAL IMPACT

There is no impact to the General Fund. This project was included in the 2021/2022 Capital Improvement Budget and will be financed with Sewer Funds in the amount of $1,948,450. 

RECOMMENDATION

It is recommended that the Garden Grove Sanitary District Board:

 

  • Award a contract to Kordich Construction, Inc. for the construction of the Sewer System Rehabilitation Plan Phase 1, Sewer Main Replacement Projects 2 & 3, Project No. CP 1244000 for the amount of $1,948,450; and

 

  • Authorize the General Manager to execute the agreement on behalf of the Garden Grove Sanitary District Board.
