For City Council to award a contract to OC Striping Services, Inc. for the City's on-call street striping and sign installation program in an amount not-to-exceed $196,000 per year. |
| | | | | | | | BACKGROUND
The Public Works Department utilizes on-call contract services to maintain the City’s signing and striping. With the expiration of the current contract on February 9, 2021, staff solicited requests for proposals from several contractors who specialize in this type of work. This service is essential in maintaining the City’s street striping, curb markings and sign maintenance. The City’s residential streets have been broken up into four (4) zones and every other year, two (2) of the zones get re-striped by means of this service. Re-striping includes stop bars, crosswalks, lane markings, pavement legends and curb markings. In addition, this service allows staff to respond to residents requests in a timely manner when the request pertains to signing and striping. |
| | | | | | | | DISCUSSION
Staff sent out four (4) requests for proposal to signing and striping contractors and received three (3) proposals. A panel consisting of three staff members rated the proposals on the basis of qualifications, work plan and references. Based on the evaluation results, OC Striping Services, Inc. was rated the highest. The following is a summary of the ratings:

It is anticipated that the contract will be established in the not-to-exceed amount of $196,000 per year with the option to extend the agreement in one (1) year increments, for a total performance period of five (5) years. Funding will be provided by the General Fund; funding for this program is included in Traffic Engineering’s operational budget. |
| | | | | | | | RECOMMENDATION
Staff recommends that the City Council:
- Award a contract to OC Striping Services, Inc., in the not-to-exceed amount of $196,000.00 per year with the option to extend the agreement in one (1) year increments, for a total performance period of five (5) years;
- Authorize the City Manager to execute the agreement, and make minor modifications as appropriate thereto, on behalf of the City; and
- Authorize the City Manager to exercise each option term and sign the option year amendments.
