Subject:Reject all bids and re-advertise for Project No. 7405 - Lampson Avenue and Ranchero Way Storm Drain and Alley Rehabilitation.  (Action Item)Date:4/12/2016

OBJECTIVE

For City Council to reject all bids and authorize re-advertisement for Project No. 7405 – Lampson Avenue Storm Drain from West Street to Merrill Street, and Ranchero Way Storm Drain and Alley Rehabilitation, Garden Grove.

BACKGROUND

Staff solicited construction bids for the construction of storm drain, catch basin, sidewalk, curb and gutter, access ramps, cross gutter removal; alley rehabilitation by removal of existing asphalt, construction of aggregate base, asphalt concrete base course and surface course, adjustment of utility covers to finish surface, traffic striping and traffic loop detectors and other items required by the plans and specifications.

 

Lampson Avenue storm drain rehabilitation will eliminate an existing cross gutter and significantly improve ride, safety and appearance of this street and reduce pavement maintenance.  Ranchero Way storm drain rehabilitation will improve drainage capture and reduce, if not eliminate, the need for active maintenance during rainfall events.

DISCUSSION

Staff solicited bids for this project pursuant to Municipal Code Section 2.50.100.  Six (6) qualified bids were received in the City Clerk's Office and opened on Thursday, March 10, 2016, at 11:00 a.m.  All of the bids were substantially in excess of the Engineer’s estimate for the project (see attached Bid Summary).  Therefore, staff recommends the rejection of all bids received and the re-advertisement of this project to revise the specifications within the budget available for the project.

FINANCIAL IMPACT

There is no financial impact to the General Fund.  This improvement is included in the 2015-16 Capital Improvement Budget and is funded by Drainage Fees.

RECOMMENDATION

It is recommended that the City Council:

 

  • Reject all bids received on Thursday, March 10, 2016, for Project No. 7405 - Lampson Avenue and Ranchero Way Storm Drain and Alley Rehabilitation; and

 

  • Authorize staff to re-advertise the project.
